
Dmitry Babovsky appointed FINCI CTO
When Dmitry Babovsky arrived at FINCI, the technical infrastructure wasn’t at the level it needed to be. So he got to work building it. Over the past five years, Dmitry has been instrumental in shaping the backbone of FINCI. He joined in 2020 as a Lead Infrastructure Architect, quickly making his mark by designing and delivering the systems that power our payments today.
His reputation grew quickly. Colleagues soon realised that if you needed a technical problem solved, Dmitry was the person to solve it.
Less than two years later, he became Chief Information Officer at FINCI Technology, where he guided FINCI’s platforms through a critical period of growth. Now, at just 29 years old, Dmitry steps into the role of Chief Technology Officer of FINCI UAB.
Continuity with fresh energy
For any EMI, the quality of its technology leadership is crucial. So when there is a change in personnel, continuity matters. With Dmitry’s promotion, FINCI is in the most capable hands. His predecessor Aleksey Pondin, who served as CTO of FINCI UAB for years, said, “Dmitry is the perfect person to carry the torch forward.”
But continuity doesn’t simply mean more of the same. Dmitry brings his own energy, intelligence and agility to the role.
Requiring a broader perspective
Up to now, Dmitry’s focus has been on strengthening the core infrastructure that kept FINCI running. Moving into the CTO role means widening that perspective, aligning business priorities with technology decisions and thinking not only about systems, but about markets, customers and growth. From solving technical challenges behind the scenes, Dmitry now also has to weigh how every decision shapes FINCI’s future direction, a shift in mindset as well as responsibility that he is well placed to handle.

His look tells its own story. More likely to be seen in trainers and black T-shirts than a suit and tie, he would look totally at home in the Valley. And it’s that build-something-big mindset that has defined his career so far.
At 29, it’s unusual to lead the technology of a licensed financial institution, but Dmitry’s journey shows why he belongs here. From architect to CIO, every step has been about creating systems that last and move FINCI forward.
A vision shaped by action
For Dmitry, efficiency is not about cutting costs, but about creating the space for new ideas and better ways of doing things. That automation is not about replacing people but about giving them better tools. And that AI isn’t hype, it’s already a practical way to get more done.

They say that by the time someone becomes CTO, they’re usually no longer the best engineer in the room. Their role becomes all about strategy, management, and governance. And while that change is inevitable to a degree, Dmitry will always be quick to roll up his sleeves, develop a prototype, and push the project forward himself. He’s that kind of guy.
