What is an agent?

An Agent is a legal person, another organization or its subdivision providing payment services on behalf of an electronic money institution.

What is the process to become the agent?

The process itself takes several steps:
Firstly, after receiving the information on a potential Agent (full due diligence), an NDA needs to be signed.
Secondly, FINCI will go through the agent operation approval process submitting a request to the Bank of Lithuania.
Lastly, after receiving a reply from the Bank of Lithuania and getting approval from FINCI Executive Director, finalizing the process is contract signing according to all policies.

What are the requirements to become the agent?

We consider any EEA (excluding Iceland) legal entity eligible to become an Agent if the company meets all standard requirements, has a clear business strategy, was not involved in any legal cases, bankruptcy or insolvency proceedings, and has sufficient resources to ensure business continuity. More detailed information will be available in the Agent manual.

How long does it take for the company to become an agent?

The whole process should take up to 3 months*.

* In cases when required documentation is of sufficient quality and the company, including its management, fulfills the requirements of the applicable legislation.

What products for agents do you offer?

We offer the ability to provide various payment services in different currencies, debit cards issuance, incoming international payments disbursement, etc. The complete list may be provided within the process of becoming an Agent.

How quickly can I start offering financial products to my clients?

This could be done as soon as the company is included in the public list of FINCI’s Agents by the Bank of Lithuania and goes through the technical integration and necessary testing.

Are there any restrictions I have to be aware about while offering financial products to my clients while being an Agent of FINCI?

The activity of the Agent will be restricted by:
a. Geography of operations and advertising;
b. Types of clients the Agent can serve;
c. Types of services the Agent can provide;
